IL HB4822

Establishes the Local Government Electronic Notification Act to allow units of local government and county officers to offer electronic notifications as an alternative to required U.S. mail notifications.

Permits residents and taxpayers to voluntarily opt in or opt out of electronic notifications for specific types of mailings, with no requirement to receive all notifications electronically.

Requires electronic notification systems to verify identity through one of four methods: matching birthdate and Social Security number with Secretary of State or county clerk records, responding to a mailed unique code, using a digital signature, or signing up in person with government-issued identification.

Mandates that electronic notification systems include a disclosure message informing users they may not receive U.S. mail for selected notifications and that units of local government retain the right to rescind the agreement or send additional notices by mail.

Allows local governments to use the electronic notification system for non-statutory information upon request and permits intergovernmental agreements to share electronic notification services and data; excludes school districts from this Act.
