Modifies the salary limit for Tier 2 downstate firefighters under the Illinois Pension Code, changing the annual adjustment from one-half of the consumer price index-u increase to the full consumer price index-u increase, effective beginning in 2019.

Maintains a cap that the salary limit increase cannot exceed 3% annually, with the adjustment being the lesser of 3% or the full annual consumer price index-u increase (rather than half) for the 12 months ending September before each November 1.

Establishes the initial salary limit cap at $106,800 beginning January 1, 2011, with the new adjustment formula applying from 2019 forward.

Exempts the mandate from State Mandates Act reimbursement requirements, allowing implementation without state financial reimbursement to local units.

Takes effect immediately upon becoming law.
