Requires municipalities and counties to publish a list of names and addresses of individuals and entities receiving mailed notice of special service area public hearings at the time notice is given and make it available at the hearing.

Changes the petition requirement from an "objection petition" to an "authorization petition" requiring 51% of taxpayers of record and 51% of property owners to affirmatively authorize creation, enlargement, tax levy/increase, or bond issuance for special service areas.

Defines "taxpayer of record" as either a person who paid general taxes in the last preceding year (verified by tax bill or assessor documentation) or a person holding title to the property (verified by recorded deed).

Allows authorized agents to sign petitions on behalf of entities and land trust beneficiaries to sign petitions for properties held by those trusts, with certification of authority serving as presumptive evidence.

Petition must be filed within 60 days following the final adjournment of the public hearing, with only one taxpayer of record permitted to sign per property index number.
