IL HB4836

Amends the Developmental Disability and Mental Disability Services Act to expand the definition of "own home" for adults with mental disabilities to include facilities licensed by local government authorities with 4 or 5 other unrelated adults who do not provide home-based services.

Previously, "own home" was limited to living alone, with parents/guardians/relatives, or in unlicensed settings with 3 or fewer unrelated adults; this bill adds locally-licensed facilities as qualifying residences.

Maintains all other definitions in Section 2-3, including requirements for home-based services, legal guardians, and qualifying disabilities (severe autism, severe mental illness, severe/profound intellectual disability, severe and multiple impairments).

Allows adults with mental disabilities to receive home-based services while residing in locally-licensed community settings with slightly larger household sizes, expanding access to support services.
