Prohibits employers from paying employee pension contributions on behalf of employees, except to enable pre-tax contributions under the Downstate Teachers Article of the Illinois Pension Code.

Exempts existing employment contracts and collective bargaining agreements in effect on the bill's effective date from the prohibition.

Applies the prohibition to any contract or agreement that is subsequently modified, amended, renewed, or that remains in effect 3 or more years after the bill becomes law.

Takes effect immediately upon becoming law.
