Prohibits importing, selling, offering for sale, purchasing, bartering, or possessing with intent to sell ivory, ivory products, rhinoceros horn, and rhinoceros horn products, with limited exceptions.

Exempts antique guns or knives (at least 100 years old with less than 20% ivory/horn by volume) and musical instruments manufactured no later than 1975 with less than 20% ivory/horn by volume.

Allows transfers of ivory and rhinoceros horn products to legal beneficiaries as part of an estate or inheritance upon the owner's death.

Permits the Department of Natural Resources to authorize imports for bona fide educational or scientific purposes by rule.

Establishes penalties of $1,000 or twice the product value (whichever is greater) for first offense as a business offense, and $5,000 or twice the value for subsequent offenses as Class A misdemeanors, with mandatory seizure and transfer of confiscated items to the Department of Natural Resources.
