Requires health care facilities and practitioners to provide one complete copy of patient records without charge to indigent homeless veterans when records are requested for federal veterans' disability benefits claims.

Maintains existing requirements that health care facilities and practitioners provide access to patient records upon written request within 30 days (or 60 days maximum if additional time is needed).

Preserves fee structure for record copies: $20 handling charge plus per-page fees (75 cents for pages 1-25, 50 cents for pages 26-50, 25 cents for pages over 50), with lower rates for electronic records and microfiche.

Exempts patients and personal representatives obtaining records under Section 8-2001.5 from the $20 handling fee.

Imposes expenses and reasonable attorneys' fees on facilities or practitioners that fail to comply with record request time limits.
