Amends the Illinois Public Aid Code to establish minimum personal needs allowances for medical assistance recipients in Community-Integrated Living Arrangements facilities and ID/DD Community Care Act facilities beginning October 1, 2018.

Requires monthly personal needs allowances to be no less than 15% of an individual's monthly Supplemental Security Income or Social Security Disability Insurance benefits from the previous calendar year for residents in Community-Integrated Living Arrangements facilities enrolled in the Home and Community-Based Services Waiver Program for adults with developmental disabilities.

Establishes the same 15% personal needs allowance requirement for residents in facilities licensed under the ID/DD Community Care Act who are eligible for medical assistance under Illinois Public Aid Code.

Applies to each State fiscal year after the initial October 1, 2018 implementation date.

Takes effect immediately upon becoming law.
