Adds a new category of eligible families for child care assistance: families with children under age 5 who have an open intact family services case with the Department of Children and Family Services.

Eligible families under this new category remain eligible for child care assistance for 6 months after their intact family services case closes, regardless of work or education participation requirements.

Department of Human Services must adopt rules in consultation with Department of Children and Family Services to protect privacy of families enrolled in child care services who are subjects of intact family services cases.

Requires the Department to offer children with open intact family services cases the opportunity to receive Early Intervention screenings and other eligible services through the Department of Human Services.

Takes effect 6 months after becoming law.
