Requires dental examinations for students in kindergarten, 2nd, 6th, and 9th grades by May 15th of each school year, with proof to be presented to schools.

Schools may withhold report cards from students who fail to present proof of dental examination by May 15th until they provide proof of completion or a scheduled appointment within 60 days.

Department of Public Health must establish a waiver for children who demonstrate undue burden or lack of access to a dentist.

Schools must notify parents and guardians at least 60 days before May 15th about the dental examination requirement.

Expands existing health examination requirements to include developmental screening and social and emotional screening for all students, with screenings to be completed by October 15th.
