Amends the Common Interest Community Association Act by adding Section 1-95 to limit how local governments can regulate common interest community associations.

Amends the Condominium Property Act by adding Section 18.11 to limit how local governments can regulate condominium associations' actions and procedures.

Prohibits units of local government, including home rule units, from regulating associations in ways inconsistent with changes made by Public Act 100-292 to specified sections of both Acts.

Establishes these limitations as constitutional constraints under Article VII, Section 6(i) of the Illinois Constitution on concurrent exercise of state powers by home rule units.

Takes effect immediately upon becoming law.
