Appropriates funds from the General Revenue Fund to local government units for non-competitive grants to community-based organizations addressing violence prevention using culturally competent approaches in 28 specified State Representative Districts.

Grants support violence prevention, youth services, after-school programming, trauma-informed counseling, youth work experiences, job readiness training, public awareness campaigns, street-level outreach, and organizational capacity building.

Allocates $2,000,000 per district to most districts (Cook County, City of Chicago, Lake County, Winnebago County, Kane County, Peoria County, Champaign County, and St. Clair County) and smaller amounts ($400,000-$1,000,000) to municipalities in the 29th and 34th Representative Districts.

Targeted districts include Representative Districts 3, 4, 5, 6, 7, 8, 9, 10, 21, 24, 26, 27, 29, 30, 31, 32, 33, 34, 38, 40, 44, 60, 67, 78, 83, 92, 103, and 114 across multiple Illinois counties.

Act takes effect July 1, 2018.
