Amends Section 13-109 of the Illinois Vehicle Code to expand vehicle safety inspection requirements for property-carrying vehicles registered for gross weight between 10,000 and 26,001 pounds, previously limited to those in combination with semitrailers.

Requires these property-carrying vehicles to undergo safety tests at least every 12 months according to Department-established schedules.

Maintains existing inspection requirements for school buses, medical transport vehicles, taxis used for school bus purposes, and contract carrier vehicles, with school buses and qualifying taxis subject to testing every 6 months or 10,000 miles, whichever occurs first.

Establishes penalties including Class 3 felony charges for operating out-of-service vehicles with passengers and Class C misdemeanor charges for unauthorized removal of inspection stickers or exceeding the 3-day correction period.
