Every public university offering an educator preparation program must offer a 3-year degree completion program beginning with the 2019-2020 academic year.

The 3-year program may include advanced placement credit, waivers of degree or credit hour requirements based on proficiency exams or online programs, or completion of coursework during summer semesters.

Universities must submit their 3-year program curriculum and requirements to the Board of Higher Education for approval before implementation.

Students completing the 3-year program receive a bachelor's degree and qualify for teacher licensure entitlement, subject to other requirements in the School Code.

The Board of Higher Education, in consultation with the State Educator Preparation and Licensure Board and State Board of Education, shall adopt rules to implement this program.
