Amends the Department of Commerce and Economic Opportunity Law to authorize grants and financial assistance to units of local government and school districts for rehabilitating unused public buildings.

Converted space must be developed into commercial and retail space rented at below-market rates to start-up businesses and existing small businesses.

Department of Commerce and Economic Opportunity must establish rules requiring a portion of the redeveloped space to be reserved for minority-owned, women-owned, and disabled-owned start-up and small businesses.
