Increases the maximum amount of spirits craft distillers can sell directly to non-licensees from 2,500 gallons to 5,000 gallons annually.

Allows craft distillers to sell and offer for sale at retail any form of alcoholic liquor (not just their own spirits) purchased from licensed distributors or importing distributors for on-premises consumption.

Creates a craft distiller tasting permit license that allows craft distillers to transfer spirits to an off-site tasting location and sell up to 5,000 gallons of transferred spirits to non-licensees (for consumption, not resale).

Increases the aggregate sales limit for craft distillers holding multiple licenses from 2,500 gallons to 5,000 gallons of spirits to non-licensees annually.
