Extends the authorization for the Department of Commerce and Economic Opportunity to award municipal convention center and sports facility attraction grants from the Tourism Promotion Fund until July 1, 2022 (previously July 1, 2020).

Grants are based on net proceeds from the Hotel Operators' Occupation Tax Act and may not exceed 80% of the incentive amount provided by the local government or convention center, with a $200,000 annual cap per facility.

Requires units of local government and convention center authorities to certify expenditures for qualified incentives to the Department by May 15 each year, through May 15, 2022.

Adds new subsection allowing the Department to make grants from appropriations for any fiscal year without regard to whether the qualification or obligation occurred in a prior fiscal year.

Requires the Department to submit an electronically-provided report on program effectiveness to the General Assembly by January 1, 2022 (previously January 1, 2020).
