Requires all state agencies to submit their most recent biennial audit conducted by the Auditor General and any other management, performance, or audits from the preceding 2 years to the House and Senate appropriations committees.

Mandates that appropriations committees consider audit reports released by the Auditor General during the budgeting process.

Amends the State Budget Law of the Civil Administrative Code of Illinois Section 50-25 regarding statewide prioritized goals and budgeting for results.
