HB4998 Summary

• Secretary of State shall issue standard Illinois Identification Cards to persons released on parole, mandatory supervised release, aftercare release, final discharge, or pardon from Department of Corrections or Department of Juvenile Justice at no fee.

• Released persons may obtain standard ID cards if presenting certified birth certificate, social security card, and 2 documents proving Illinois residence address.

• Limited-term identification cards valid for 90 days may be issued to released persons unable to present required documents but with Department verification form completed within 30 days of application.

• Secretary of State shall issue standard ID cards to persons upon conditional release or absolute discharge from Department of Human Services custody at no fee, with similar documentation requirements and 14-day pre-release issuance option.

• Expedited identification card processing available for additional fee not to exceed $75, with fees deposited into Secretary of State Special Services Fund.
