Changes the Advisory Board of Livestock Commissioners meeting requirement from semiannual to annual meetings called by the Director of Agriculture.

Allows the Director to call additional Board meetings as deemed necessary, removing the previous requirement that 3 or more appointed members request a meeting.

Maintains the 25-member Board composition including ex-officio members from various state agencies and universities, and 17 Governor-appointed members representing different livestock and agriculture sectors.

Requires Board approval of Department of Agriculture rules and regulations pertaining to domestic animal and poultry well-being and disease prevention before they are promulgated.

Governor-appointed members serve 5-year terms and receive no compensation but are reimbursed for necessary expenses incurred in performing their duties.
