HB5006 Summary

• Creates the Innovations for Transportation Infrastructure Act authorizing the Illinois Department of Transportation and Illinois State Toll Highway Authority to use design-build and Construction Manager/General Contractor project delivery methods for transportation facilities.

• Limits design-build projects to no more than 20% of the Department's multi-year highway program in any 5-year period (with no single year exceeding 30%) and 20% of the Authority's annual program; allows the Department to use Construction Manager/General Contractor method for up to 2 facilities.

• Establishes two-phase procurement process (qualifications then proposals) with shortlisting of 2-5 proposers, allowing single-phase procurement for projects under $5 million or with executive approval; requires Transportation Agency best interests analysis before commencing procurement.

• Permits proposers to submit Alternative Technical Concepts that offer equal or better solutions than contract requirements; allows confidential meetings between Agency and proposers to review Alternative Technical Concepts before proposal submission.

• Applies prevailing wage, minority/women-owned business, eminent domain, bonding, and other existing public works requirements to design-build and Construction Manager/General Contractor contracts.
