Amends the Public Utilities Act to add Section 5-119 establishing fair pricing rules for water asset purchases by Illinois governmental entities.

Prohibits pricing valuations from distinguishing against or penalizing governmental purchasers based on their status as public bodies, tax-exempt status, taxing authority, or other governmental advantages.

Prohibits using replacement cost new minus depreciation as a pricing factor when it exceeds the fair market value that a willing private sector buyer would pay for water assets.

Applies to all water asset valuations made after the effective date, with exceptions for existing contracts that expressly require public body advantage pricing or replacement cost valuation methods.

Takes effect immediately upon becoming law with a severability clause protecting remaining provisions if any part is invalidated.
