Removes repeal dates of June 1, 2018 from design-build delivery method provisions in the Public Building Commission Act, allowing commissions to permanently use design-build contracts for public projects exceeding $20,000.

Requires commissions to demonstrate design-build is in their best interest by considering factors including time/cost savings, project suitability, and the entity's ability to provide comprehensive scope and performance criteria.

Establishes a two-phase selection process: Phase I evaluates design-build entities on qualifications (experience, financial capability, past performance); Phase II evaluates technical and cost proposals with cost weighted at no more than 30%.

Requires commissions to develop detailed scope and performance criteria with licensed design professionals, publicly advertise solicitations at least 14 days in advance, and allow minimum 21-28 days for proposal submission depending on project cost.

Limits design-build project payments to 50% of total construction spending in any fiscal year and requires annual reporting to the General Assembly on minority and women-owned business enterprise utilization.
