Amends the Department of Natural Resources Adopt-A-Park and Adopt-A-Trail volunteer programs to allow volunteers to bring their own light equipment, including lawn mowers, chainsaws, and other appropriate equipment, at their own risk.

Equipment use by volunteers is permitted only if it does not interfere with work historically performed by Department employees and does not conflict with collective bargaining agreements.

Volunteers in both programs must execute a general release and hold harmless agreement before participating; the State and Department are not liable for damages or injuries except in cases of willful and wanton misconduct.

Volunteer services cannot replace work historically performed by Department employees, reduce employee hours or compensation, or be performed by employees on layoff.

Prevailing Wage Act requirements do not apply to Department projects utilizing volunteers under the Adopt-A-Park program, and volunteers receive no compensation or employee benefits.
