Establishes that maximum speed limits in the Illinois Vehicle Code are presumed reasonable and safe for all highways under the Illinois State Toll Highway Authority's jurisdiction.

Requires the Toll Highway Authority to conduct engineering and traffic investigations before altering speed limits, with written concurrence from the Department and approval from the Joint Committee on Administrative Rules for any speed limit decreases.

Prohibits the Authority from issuing regulations that reduce speed limits for vehicles weighing more than 8,000 pounds by more than 10 miles per hour below the highway's maximum speed limit.

Sets effective absolute maximum speed limits beginning 12 months after enactment: 70 mph for most toll highways (except Interstate 294 and a portion of Interstate 94) and 60 mph for Interstate 294 and the specified portion of Interstate 94, whichever is less than existing limits.

Allows Interstate 294's speed limit to increase to its design speed limit if construction increases the maximum design speed, within 12 months of the design change.
