Amends the Public Contract Fraud Act to exempt Department of Transportation projects from penalties when title to all needed land has not been obtained, but a voluntary right of entry to occupy and use the property has been obtained from the property owner in the State's name.

Provides that Attorney General title approval is not required for land acquisitions under $10,000 for highway right-of-way, utility line easements, or flood/water resource projects.

Exempts public work or improvement projects by the Department of Transportation or Illinois State Toll Highway Authority from title approval requirements when constructed using design-build contracts, construction manager contracts, public-private partnerships, or alternative technical concepts delivery methods.

Maintains existing exemptions for projects under the Superconducting Super Collider Act, Bikeway Act, Illinois Building Authority facilities, and state agency leasehold improvements.

Takes effect immediately upon becoming law.
