Allows individuals without Illinois-approved educator preparation program credentials to apply for a refund of the $150 application fee after 12 months of obtaining an educator license, beginning July 1, 2018.

Refund is issued by the State Board of Education if the applicant provides evidence of teaching at a school district for at least 12 months.

Maintains existing $150 application fee for individuals seeking licenses without completion of an Illinois-approved educator preparation program.

Takes effect immediately upon becoming law.
