• Amends the Student Online Personal Protection Act to allow national assessment providers to sell or rent student information if they obtain express written consent from the student or parent/guardian and use the information solely for employment, educational scholarships, financial aid, or post-secondary educational opportunities.

• Modifies restrictions on operator use of covered information to permit legitimate research for K through 12 school purposes or post-secondary educational purposes if no information is used for advertising or to create non-school-related student profiles.

• Removes the requirement that research use of student information be conducted under the direction of a school, school district, or the State Board of Education, allowing broader use in furtherance of educational purposes.

• Takes effect immediately upon becoming law.
