Defines "religious institution" and "religious education" in the Private Business and Vocational Schools Act, Private College Act, and Academic Degree Act to exempt qualifying institutions from state educational requirements and regulations.

Exempts religious institutions dedicated exclusively to religious education from needing permits of approval and from compliance with educational standards, rules, and administrative codes applicable to other private schools and colleges.

Requires religious institutions to notify students in writing that degrees and course work earned at non-accredited religious institutions may not transfer to other institutions.

Broadens the exemption from institutions "devoted entirely to religion or theology" to any "religious institution" that is dedicated to and engaged exclusively in religious education, including those offering secular subjects with significant religious or faith-based instruction.

Applies exemptions uniformly across all three education statutes and specifies that these new provisions supersede any conflicting provisions in the respective acts.
