Amends the Illinois Vehicle Code to require first-time applicants for a driver's permit or license to submit a completed vision specialist report from a licensed optometrist, ophthalmologist, or physician within 6 months of application.

Adds new subsection (b-3) to Section 6-106 establishing the vision report requirement as a mandatory component of the initial driver's license or permit application process.

Maintains existing application requirements including personal information, affirmation of truthfulness, photograph submission, and Selective Service registration for male applicants ages 18-25.

Preserves provisions allowing REAL ID compliant license applicants to provide proof of lawful status and veterans to request veteran designation on their licenses.
