Amends the Department of Innovation and Technology Act contingent on House Bill 5611 of the 100th General Assembly becoming law in its passed form.

Expands the definition of "client agency" to include any public agency receiving Department services under an interagency contract, rather than only transferring agencies.

Clarifies that "transferring agency" excludes State constitutional offices, the Office of the Executive Inspector General, and legislative or judicial branch offices.

Grants the Department power to examine accounts and information technology data of State constitutional offices, the Executive Inspector General, and legislative/judicial offices only when those offices request such examination.

Establishes the Secretary of Innovation and Technology as the State's Chief Information Officer responsible for managing information technology procurement, installation, maintenance, and operation across client agencies to achieve maximum economy and security.
