Changes the population threshold for cities required to have a sealer of weights and measures from 25,000 or more to 2,000,000 or more residents.

Makes the city sealer solely responsible for all aspects of the weights and measures program within city limits, removing concurrent authority previously held by the Director of Agriculture.

Removes the requirement for city sealers to collect and receive inspection fees, limiting fee collection authority to the Director.

Repeals sections requiring the Director to test standards procured by city sealers, mandating annual sealer training, requiring annual inspector reports, and requiring cities to provide equipment and resources.

Removes enforcement provisions that allowed city sealers in cities with 200,000+ population to enforce commercial vehicle tank regulations, reserving this authority solely to the Director.
