IL HB5105

Requires municipalities supplying water to 2 or more municipalities to submit annual reports on or before January 1, with an initial report due within 60 days of enactment.

Reports must list water rates for each municipality receiving water and provide justification if rates differ between municipalities.

Municipalities must submit additional reports within 5 business days when water rate changes create rate differences between customer municipalities, unless the change is reflected in the annual report.

Limits home rule powers by requiring municipalities to comply with reporting requirements and prohibiting preparation of reports in a manner inconsistent with this Section.
