For school districts outside Chicago, prohibits former board members from being employed by the district for one year after their term ends or service is terminated.

Prohibits school boards from awarding contracts for services or work to former board members or their business entities for one year after departure, unless the entity is a publicly traded company and the former member receives less than $1,500 annually in income or compensation from it.

Requires all contracts entered into by or delegated by the board to include a provision stating the contract is not legally binding if it violates the employment and contracting restrictions in this subsection.

Adds a restriction preventing waivers from being requested for subsection (e) of Section 10-20.21 regarding employment of former school board members, making the restriction non-waivable by school districts.

Takes effect immediately upon becoming law.
