IL HB5121

Amends the Intergovernmental Cooperation Act to prohibit agreements or contracts that circumvent limitations on State appropriation authority, expend State moneys inconsistently with their appropriated purpose, circumvent payroll certification requirements, or authorize payment of Office of the Governor employees from non-designated appropriations.

Modifies the State Finance Act Section 9.03 to require payroll certification for Office of the Governor appropriations enacted after this Act's effective date, with certification executed by the Governor or designee.

Prohibits salaries of Office of the Governor employees from being paid from appropriations other than those established specifically for that purpose under post-effective date appropriations.

Takes effect upon becoming law.
