Secretary of State must include information about the Dutch Reach method in the Illinois Rules of the Road publication, describing the technique of checking mirrors and opening vehicle doors with the right hand to avoid injuring bicyclists.

Secretary of State must include test questions concerning safe driving in the presence of bicycles in the written driver's license examination, with at least one question potentially covering the Dutch Reach method.

Secretary of State must revise publications including the Illinois Rules of the Road to accurately conform to provisions of the Pedestrians with Disabilities Safety Act.

At least one test question concerning the Pedestrians with Disabilities Safety Act must be included in the driver's license examination question pool within one year after July 22, 2010.
