Amends the Child Labor Law to require a trust account be established for child performers under age 18 before an employment certificate can be issued.

Defines "child performer" as anyone under 18 employed in Illinois to render artistic or creative services, including actors, dancers, musicians, models, singers, directors, writers, and similar roles.

Requires at least 15% of the child performer's gross earnings be deposited into the trust account, with the Department of Labor authorized to increase this percentage by rule.

Mandates the trust account be held by a bank, corporate fiduciary, or trust company, with funds available only to the child performer.

Makes accumulated funds in the trust account available to the child performer upon reaching age 18.
