Secretary of State shall establish or adopt an electronic system allowing automotive recyclers, scrap processors, repairers, and rebuilders to report vehicle and vehicle part transactions and verify items have not been stolen.

Covered businesses must submit transaction reports to the Secretary of State within 48 hours of each day's close of business, including buyer/seller information, license numbers, vehicle identification details, purchase date, and intended disposition or export status.

Secretary of State shall make reports available to law enforcement agencies without charge and forward reports excluding personally identifiable information to the National Motor Vehicle Title Information System within 2 business days.

Automotive recyclers, scrap processors, repairers, and rebuilders must access the electronic system before purchasing a vehicle or vehicle part to determine if it has been reported stolen.

If a vehicle or vehicle part is reported stolen, the transaction must not proceed and the Secretary of State must be notified of the location and seller's information; if not reported stolen, the transaction may proceed and the business cannot be held liable unless it had knowledge the item was stolen.
