Amends the Illinois Administrative Procedure Act to permit service of hearing notices and decisions by email in addition to personal service or certified/registered mail.

Allows agencies to require attorneys to provide email addresses for service of documents related to contested case hearings before or after issuance of hearing notice.

Permits agencies to require persons or entities subject to licensure, permitting, or regulation to consent to email service as a condition of application or licensure, with requirements that email addresses be updated if changed and verified annually.

Prohibits email service for documents containing sensitive information including Social Security numbers, driver's license numbers, financial account numbers, credit/debit card numbers, trade secrets, or information about minors.

Deems email service complete on the day of transmission and requires agencies to adopt rules specifying delivery confirmation standards and alternative service methods if delivery cannot be confirmed.
