Eliminates Class III highway designations from Illinois Vehicle Code, consolidating highway classifications into Class I and Class II designations.

Permits commercial vehicles with 3 trailers to access State highways when en route to locations selling new or used trailers, with kingpin-to-rear-axle distance limits of 28.5 feet per towed vehicle.

Requires local governments to report Class II designated truck routes to the Department of Transportation and allows local authorities to post vehicle operation limitations on non-designated highway systems.

Changes effective date references from "effective date of this amendatory Act of the 100th General Assembly" to "January 1, 2018" for non-designated highway construction standards.
