Creates the Veterans Home Compensation Act providing a $100,000 benefit to surviving spouses or next of kin of persons who died of pneumonia caused by waterborne bacteria while residing in an Illinois Veterans Home.

Establishes a 5-year filing deadline for claims measured from the death of the eligible person and requires claims to be determined within one year after application is filed.

Grants the Court of Claims exclusive jurisdiction over Veterans Home Compensation Act claims and authorizes the court to direct immediate payment of such claims from appropriated funds.

Allows the Attorney General and Court of Claims to jointly adopt rules and procedures for implementation of the Act.

Provides that compensation under the Act is in addition to and does not replace any other pension rights, death benefits, or compensation otherwise payable by law.
