Extends the repeal date for Illinois's online lottery ticket sales program from July 1, 2018 to July 1, 2028.

Allows individuals 18 years of age or older to purchase lottery tickets online within Illinois without using a traditional retailer.

Restricts online lottery sales to transactions initiated and completed exclusively within the State of Illinois.

Requires the Department of Lottery to submit the program plan to the U.S. Department of Justice for review before implementation and only proceed if Justice Department does not object within a reasonable period.

Limits initial online offerings to Lotto, Mega Millions, and Powerball games, though the state may request federal approval to sell additional lottery games online.
