Amends the Illinois Lottery Law to allow the Department of the Lottery to offer draw games (Lotto, Lucky Day Lotto, Mega Millions, Powerball, Pick 3, Pick 4) and interactive instant win games through an Internet program for individuals 18 years or older with Illinois addresses.

Requires the private manager to obtain the Director's approval before providing any draw games or interactive instant win games, with games approved for retail sale automatically approved for Internet sale.

Removes requirements for the Department to submit the Internet program plan to the U.S. Department of Justice for review and removes the restriction preventing the Department from proceeding with the program until a private manager is selected.

Allows the Department to implement a website portal for individuals 18 and older to apply for lottery ticket purchases via subscription.

Takes effect immediately and is scheduled to be repealed on July 1, 2018.
