Illinois State Toll Highway Authority must hire an outside consulting firm to conduct a feasibility study on tolling Interstate 80 within the state, including analysis of optimal tolling rates, vehicle counts, and traffic diversion.

Feasibility study must address economic impact, discounts for local/commuter traffic, out-of-state operator impacts, federal authorization requirements, optimal toll levels, population center local traffic rules, monetization agreements, conducive highway facilities, and use of Illinois workers and products.

Written feasibility study report must be delivered to the General Assembly before December 1, 2018.

If the General Assembly determines tolling is the best means for major interstate improvements, it shall create a strategic plan for I-80 tolling and submit it to the Governor's Office of Management and Budget before December 1, 2019.
