HB5200 Summary

• Department of Human Services establishes Youth Training in the Construction Trades Program awarding grants to community-based organizations for youth training in construction trades, electrical work, and plumbing.

• Grant recipients must provide formal training in trade fundamentals, hands-on experience through community improvement projects rehabilitating vacant housing in economically depressed areas, and entrepreneurship programs to help youth launch their own businesses.

• Illinois Housing Development Authority establishes a substantially similar Training Youth in the Construction Trades Program with identical structure and requirements.

• Both programs select one community-based organization from each of three state regions: Central Illinois, Northeastern Illinois, and Southern (Metro-East) Illinois.

• Creates Youth Training and Education in the Construction Trades Program Fund and Training Youth in the Construction Trades Fund as special state treasury funds to support grant awards; effective July 1, 2018.
