Establishes a Youth Budget Commission comprising 15 members appointed by the Governor to analyze state budget items impacting youth ages 8-25.

Commission shall produce an annual fiscal scan beginning in fiscal year 2019 categorizing budget items by six youth developmental goals (stable, safe, healthy, educated, employable, connected) and four service models (prevention, treatment/intervention, corrective/rehabilitation, positive youth development).

Commission members must include representatives from organizations serving low-income youth, youth of color, immigrant youth, LGBTQ youth, disconnected youth, homeless youth, and youth in the justice system, with regional representation across Illinois.

Commission responsibilities include monitoring legislation affecting adolescents, assisting state agencies in developing youth programs, facilitating youth participation in policy development, and promoting research on policy impacts.

Governor's Office of Management and Budget shall provide administrative support and post the fiscal scan on its website.
