• Establishes "Kayla's Law" to amend the Illinois Police Training Act with enhanced training requirements for law enforcement officers on sexual assault, sexual abuse, and victim-centered response procedures.

• Requires probationary police officer curriculum to include trauma-informed, age-sensitive, and victim-centered interview techniques for sexual assault and abuse cases, with emphasis on minimizing retraumatization.

• Mandates all law enforcement academies present sexual assault and abuse training by July 1, 2018, and requires agencies to provide this training to all officers within 3 years and conduct refresher training every 3 years.

• Requires specialized training for officers conducting sexual assault and sexual abuse investigations within 2 years, including evidence-based, trauma-informed investigation and interviewing techniques.

• Requires law enforcement agencies to develop and adopt written policies on sexual assault and sexual abuse response by January 1, 2018, and revise policies by January 1, 2021 to address victims under age 13.
