Allows licensees actively licensed for 10+ consecutive years with no disciplinary history to complete half the continuing education hours required for the Barber, Cosmetology, Esthetics, Hair Braiding, Nail Technology, Electrologist, Environmental Health Practitioner, Funeral Directors and Embalmers, Landscape Architecture, Professional Land Surveyor, and Certified Shorthand Reporters Acts.

Permits the Department of Financial and Professional Regulation to use either a certified shorthand reporter or electronic recording to document disciplinary hearings where licenses may be revoked or subject to other disciplinary action.

Designates electronic recordings as the official record when used and allows transcription only upon request and payment by the requesting party, except as otherwise provided by law.

Allows the Department to provide records to interested parties in judicial review proceedings for $1 per page, excluding transcripts prepared by contracted court reporting services, with those transcripts available directly from the court reporter.

Effective immediately upon becoming law.
