Amends the Auction License Act to clarify continuing education deadlines and requirements for auctioneer licensees, requiring at least 12 hours of continuing education during a Department-established pre-renewal period.

Modifies the Home Inspector License Act to establish a continuing education completion deadline for home inspectors and require evidence of compliance before license renewal.

Expands the definition of "broker" in the Real Estate License Act to include foreign and domestic entities and other business entities, and removes restrictions on leasing agent ownership of brokerage businesses.

Requires nonparticipating owners, officers, partners, and members of licensed real estate entities to submit affidavits of nonparticipation to the Department.

Changes branch office licensing procedures to notification-based rather than separate licensing, and removes education provider branches from separate licensing requirements under the Real Estate License Act.
