Expands the definition of "eligible employee" under the Public Employee Disability Act to include full-time paramedics and firefighters who perform paramedic duties employed by the State of Illinois, local governments, or public entities.

Maintains existing provisions that eligible employees injured in the line of duty continue receiving full pay for up to one year without deduction from sick leave, compensatory time, vacation, or service credits.

Restricts benefits for Department of Corrections, Prisoner Review Board, and Department of Human Services employees to injuries caused directly or indirectly by violence from inmates or facility residents.

Specifies that part-time employee compensation and benefits are calculated based on their scheduled work percentage as part-time employees.

Clarifies that the Act does not apply to home rule units with populations over 1,000,000 and supersedes inconsistent existing laws and ordinances in smaller jurisdictions.
